Philosopher Harry Allen Overstreet, 1875-1970, was born in San Francisco, California, and attended the University of California, Berkeley, receiving his B.A. degree in 1899 and B.S. degree in 1901. He began his career as an educator and instructor in philosophy at Berkeley in 1901. He left Berkeley in 1911 to become chair of the Department of Philosophy and Psychology at the City College of New York, a position he held until his retirement in 1939. The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
